Each year, CIVHC’s public reporting team seeks new ways to turn the power of the Colorado All Payer Claims Database (CO APCD) into actionable insights. With over 20 public releases in the last year, including new and updated public analyses and interactive tools, we bring transparency to the health care marketplace to help Coloradans identify opportunities for health and health care improvement. These public releases of data are used widely, in Colorado and nationwide, to support more informed health care decisions that have lasting benefits to communities.
New Reports in 2024 – 2025
Ambulance Costs and Utilization – This analysis provides insights about in-network and out-of-network ambulance service costs and utilization rates for Coloradans with commercial health insurance. With insights into trends between rural and urban communities and comparisons between commercial payments versus Medicare Fee-for-Service (FFS). This analysis helps identify opportunities to improve care coordination and help reduce unnecessary spending.

Chronic Conditions Analysis – This innovative new analysis sheds light on 30 prevalent chronic diseases from 2017 – 2023 claims data in the CO APCD, revealing how common these conditions are, as well as average annual cost of care and total spending for individuals living with at least one chronic illness.
Dental Health Analysis – In partnership with the Colorado Dental Association, CIVHC released the first report leveraging dental claims data from the CO APCD. Drawing on three years (2022 – 2024) of commercial claims data, the Dental Health Analysis provides a comprehensive look at dental service use, spending trends, and disparities statewide.
Top 250 Drugs – Prescription drugs continue to be a significant contributor to rising health care costs, both for patients and in the broader health care system. This analysis identifies the top 250 brand-name and generic drugs by cost in the CO APCD, offering a clear look at which drugs account for the largest share of overall spending.
Updated Reports in 2024 – 2025
Provider Payment Tool – This first-of-its-kind tool shows how payments vary across the state. It includes codes for thousands of services and represents the first comprehensive analysis identifying how much Colorado doctors and other providers get paid. In January 2025, CIVHC updated the tool to include data through 2023.
Telehealth Service Analysis: The public reporting team gave the sixth update to this cornerstone pandemic analysis comparing telehealth service utilization prior to, during, and following the COVID-19 public health emergency. The updated report includes a focus on access to mental health services and breakouts by rural vs. urban utilization of telehealth services.

Alternative Payment Models – Alternative Payment Models (APMs) are mechanisms for health insurance payers to pay providers outside of the traditional fee for service payment model. APMs are nationally regarded as a way to improve health and lower health care costs by incentivizing providers to focus on health outcomes. In early 2025, CIVHC updated its report on APM model adoption across the state with data through 2023.
Prescription Drug Rebates – CIVHC’s Prescription Drug Rebates analysis providing insight into spending on prescription drugs in Colorado and the percentage of prescription drug spending that comes back to payers in the form of rebates. The update in spring 2025 includes a new tab on the top 15 most rebated drugs in Colorado, and incorporates data from 2021 through 2023.

CO APCD Insights Dashboard – Providing an interactive look into contents of the CO APCD itself, the Insights Dashboard explores trends across health insurance payer, claim and coverage type, covered lives by county, utilization and more. The updated Insights Dashboard includes claims data contained within the CO APCD through 2024 for most lines of business.
Community Dashboard – This powerful interactive report provides actionable insights into how cost, utilization of services, and access to care vary across Colorado counties. The update in summer 2025 includes new measures on pediatric access to dental health services, as well as a new feature ranking county by health care measures.
Medicare Reference Based Pricing – This report, updated in spring 2025 to include data through 2023, illustrates what commercial health insurance companies pay hospitals for inpatient and outpatient services as a percent of to Medicare FFS.

Looking Ahead
We’re already hard at work preparing new releases for the coming year. Several existing analyses are being expanded with updates designed to improve usability, data quality, and accessibility—while also enabling more detailed breakouts to support deeper insights. At the same time, we continue to enhance demographic data collection and analytic capabilities, laying the groundwork for more robust, innovative analyses.
