If this year has taught us anything, it’s that change is inevitable – and essential. From navigating state budget cuts and forging new strategic partnerships, to rolling out a comprehensive reorganization and focusing on collaboration, 2025 has been a transformative year at CIVHC.
The year began on uncertain ground with the State of Colorado facing a $1.2 billion state budget shortfall. With a significant portion of our funding at risk for deep cuts that would greatly impact our operations, we quickly focused on advocacy to demonstrate the value of CIVHC and the Colorado All Payer Claims Database (CO APCD). These efforts, along with those of our partners, proved successful when the Joint Budget Committee unanimously voted yes to approve CO APCD funding for this fiscal year.
While the year brought financial uncertainty, it also created an opportunity to rethink and refocus. We made a series of strategic decisions designed to secure CIVHC’s sustainability and advance the next phase of CO APCD innovation. Below are a few highlights:
Strategic Partnerships
As we look to the future, we have big ideas and bold aspirations. To help drive this growth potential we forged strategic new partnerships this year that will create a strong foundation as we move forward.
- Onpoint Health Data: After a thorough RFP review process, we selected Onpoint Health Data as our new data warehouse vendor. With the transition underway and a goal of full migration by mid-2026, I am confident Onpoint will provide the kind of nimble structures we need for our evolving work while supporting CIVHC’s long-term sustainability.
- Multi State Data Initiative Pilot: We recognize the potential in expanding claims data sets beyond state lines so that we can increase health care transparency and drive meaningful change. We initiated a pilot with two other state APCD partners to unlock cross-state analysis and identify the value in expanded data sets.
Innovative Reports
In our most recent fiscal year, we delivered over 20 public releases – including new and updated report topics and interactive tools – and 79 non-public data releases.

One CIVHC
- We conducted a reorganization aimed at increasing organizational alignment and diversifying revenue. This new structure leverages intentional collaboration across all of the teams at CIVHC so that together, we can unlock new opportunities to amplify our community impact. As “One CIVHC”, we are driven by innovation, unified through one voice, and inspired by the power of meaningful impact.
I’m proud of how much we’ve achieved and how nimble our team has been through this year of change. We have created a foundation that fosters greater efficiency, stronger teamwork, and deeper impact. These changes not only support our long-term sustainability – but also create new pathways for innovation and opportunities to help improve the health of our communities.
