The Center for Improving Value in Health Care (CIVHC) unveiled a newly enhanced version of its Colorado All Payer Claims Database (CO APCD) Insights Dashboard, featuring major usability and design upgrades focused on accessibility and expanded functionality. The new dashboard is available now at civhc.org.
This interactive dashboard allows users to explore how the CO APCD – one of the most robust APCDs in the country – has changed over time by exploring trends across health insurance payer, claim and coverage type, covered lives by county, utilization and more. The new version’s intuitive design refresh provides a more user-friendly experience for those looking to explore health care trends across Colorado.
Supporting Equity-Focused Data
The release of the dashboard includes the addition of a new demographics tab, which creates new visibility into CIVHC’s work to support equitable health care in Colorado. The tab provides users a clearer view into the characteristics of individuals represented in the CO APCD with high-level population data broken out by race and ethnicity, age group, and sex. These insights are essential for identifying disparities in health care access, utilization, and outcomes to support CIVHC partners working to design more equitable solutions.
Improved Usability and Accessibility
Alongside the expanded content, the dashboard features a design refresh informed by best practices in digital accessibility. The updated layout improves visual clarity, color contrast, and offers clearer navigation. Users can now sort dashboard data with more flexibility and clearer filtering options that allow breakouts by county, year, payer, and claim type. This more granular view allows users a more detailed look at trends in how Coloradans are interacting with the health care system.
A Billion Claims and Growing
Since its inception in 2013, the CO APCD has grown in depth and breadth. With the latest refresh, the dashboard contains over 1.3 billion claims from over 40 commercial health insurance plans, Medicare Advantage, Medicare Fee-for-Service (FFS) and Medicaid. The CO APCD represents over 5.7 million lives and encompasses 70% of the medically insured population of Colorado and 65% of the total population of Colorado.
The CO APCD does not contain claims for people covered by Federal health insurance programs such as the Veterans Administration, TRICARE, Federal Employees Health Benefits, or Indian Health Services, and does not include information for uninsured Coloradans. In 2015, the Supreme Court ruled that states are unable to mandate ERISA-based self-insured employers to submit data to APCDs. However, these employers can choose to submit on a voluntary basis. CIVHC estimates that the CO APCD contains 50% of the self-insured employer-covered lives, the majority of which are non-ERISA self-insured employers.
It is important to note that CIVHC collects claims from commercial payers and Medicaid monthly and updates the entire data warehouse every other month. While the Insights Dashboard reflects claims from 2013 through calendar year 2024, the data available through CIVHC’s secure data request process is more current and reflects claims paid three months prior (for example, the June 2025 refresh contains claims paid through the end of April 2025).
