In recent months, we’ve taken intentional steps to position CIVHC for continued growth, reinforcing our ability to drive meaningful health care transformation across Colorado and the nation. This work has focused on deepening collaboration across teams, aligning our efforts more closely, and building the leadership capacity needed for the future. As part of these efforts, we’re proud to announce new roles for two members of our Executive Leadership Team, whose vision and expertise are essential to advancing CIVHC’s ability to improve health care affordability, access, and equity for all Coloradans.
Paul McCormick
Paul has been promoted to Chief Technology Officer, leading CIVHC’s long-term technology vision and ensuring it aligns with organizational goals. He will advance data innovation by identifying emerging technologies, guiding product and service development, and ensuring scalable, secure, and efficient systems.
Paul has been a cornerstone of CIVHC’s data operations and analytics work since joining in 2016. He has worn many hats at CIVHC, including his start as a Health Care Data Analyst, followed by promotions to Director of Analytics for Research and Innovation, VP of Data Operations, and now Chief Technology Officer.
Paul has more than two decades of analytic and leadership experience, with expertise in health care claims data for payers, providers, researchers, and the public. In addition to leading teams in analytics, reporting, data visualization and credentialing, Paul has deep expertise in building secure databases and analytic tools to support everything from claims processing to provider reimbursement
In his new role, Paul’s leadership will ensure that CIVHC’s Data Solutions team adapts and innovates to meet the evolving needs of our partners in Colorado and nationwide. This strategic focus will ensure the CO APCD remains one of the most comprehensive, secure, and reliable health data resources in the nation.
Elizabeth (Liz) Mooney

Liz has been promoted to Vice President of Data Access and Impact, leading CIVHC’s newly formed department merging the Client Services, State Initiatives, and Communications teams. This unified department will focus on sharing the impact of CO APCD data and expanding reach to ensure more partners can access and leverage it for positive change.
Liz joined CIVHC in 2023 as the Vice President of the then newly established Department of Research, Partnership, and Innovation (RPI), where she led the department to significant growth and multiple new initiatives in her two years in the role. Liz has over a decade of health care experience and a proven track record in management, innovation, and consultation. Prior to CIVHC, her leadership in organizations like Kaiser Permanente Colorado, Colorado Access, and DaVita has shaped her ability to connect strategic vision with operational execution.
In her new role, Liz will guide a cross-functional team dedicated to ensuring that CO APCD data informs and inspires meaningful improvements in health care access across Colorado and beyond.
