The Center for Improving Value in Health Care (CIVHC) is excited to announce the selection of a new data vendor for data intake, management, and analytics for the Colorado All Payer Claims Database (CO APCD).

CIVHC is partnering with Onpoint Health Data to take over management of the millions of claims that come into the CO APCD each month. Onpoint brings nearly 50 years of experience in health data solutions, including over two decades specializing in APCDs. As the current vendor for more than half of the nation’s APCDs, Onpoint’s work includes launching new APCDs, transitioning established ones, and working with state partners across the country to innovate in claims-related analytics and reporting.

The CO APCD is a secure database containing more than 1 billion health insurance claims from over 40 commercial payers, including Medicaid, Medicare Advantage and Medicare Fee for Service (FFS). CIVHC serves as the administrator of the CO APCD through appointment by the Colorado Department of Health Care Policy and Financing (HCPF).

As the CO APCD continues to grow in scale and breadth, CIVHC requires a data vendor that can support this growth and CIVHC’s ability to innovate. The selection of Onpoint reflects their strength in three of CIVHC’s critical focus areas: data intake and quality, identity management, and secure data access and analysis. Upcoming improvements to the CO APCD supported by Onpoint will focus on further enhancing data quality, modernizing access to the claims data, streamlining the submission process for data submitters, expanding analytic capabilities, and improving turnaround time for data access for data licensers.

Onpoint will further support work to expand the capabilities of the CO APCD to better serve CIVHC’s mission-driven efforts to improve health equity and transparency. Onpoint’s secure analytic platforms – including a user-friendly data collection system and a flexible Analytic Enclave – will allow faster more reliable access to high-quality data as well as analytic tools such as R, SAS, and Python. Their expertise in integrating diverse data types, including social determinants and clinical data, opens new possibilities for understanding the drivers of inequity in health outcomes and care delivery. Additionally, Onpoint’s commitment to building interactive dashboards and equity-focused metadata supports more inclusive, actionable insights, ensuring that communities across Colorado will have the information they need to drive meaningful change.

The contract with Onpoint took effect on July 1, 2025. CIVHC’s contract with the current vendor continues through June 2026 to allow time to transition the extensive database and analytic platforms, with Onpoint taking over operations by July 2026.
