Data Licensing
Custom and standard datasets delivered in accessible formats to support your specific research and project requirements.
We offer a variety of datasets and report options to meet the needs of our partners, from small rural provider practices and nonprofits to researchers at large universities and state agencies.
Custom Datasets
Three file options are available to fit your specific use case and requirements. These datasets are customizable, and they can also include APR-DRGs or geocoding elements such as census tract and census block information. You will work with the Center for Improving Value in Health Care (CIVHC) to select the elements for your dataset as well as determine the level of protected health information (PHI) necessary to complete your project.
No Protected Health Information (PHI).
A limited set of PHI data elements (such as Zip Code or Date of Service).
Can incorporate select PHI elements based on your use case, subject to the minimum and necessary level of data needed to complete the project, as well as meeting HIPAA regulatory guidelines.
| Dataset | User | Example Use Cases |
|---|---|---|
| De-Identified | Government Agency | Assess state spending and utilization for services for children to optimize state investments and federal matching potential. |
| De-Identified | Provider | Reimbursement & utilization trends for a wide range of clinical services. |
| Limited | Community-Focused Organization | Analyze the impact of supportive housing on access to health care and health care outcomes. |
| Limited | Researcher | Examine the correlation between type of insurance and health care utilization and spending patterns, including patients’ out-of-pocket costs. |
| Fully-Identifiable | Government Agency | Study how health plan eligibility impacts health care utilization, cost, and outcomes. |
| Fully-Identifiable | Researcher | Investigate disparities in waitlist, survival rates, and health outcomes for organ transplant and organ failure patients. |
Standard De-Identified Datasets
Four standard datasets are available with different combinations of de-identified data elements and can typically be delivered within 30 calendar days following signing of data licensing documents. In addition to the specific elements below, all Standard Datasets feature:
- The most current three years of data from commercial payers (including Medicare Advantage).
- Ability to be expanded to incorporate additional years as well as Medicaid data.
- Medicare Severity Diagnosis Related Groups (MS DRGs)
- Member event sequencing to allow users to see the timeline of care

Data Access Fees
As administrator of the Colorado All Payer Claims Database (CO APCD), our goal is to increase use of the data to improve access to equitable, affordable, high quality health care. In order to do that, we use a data licensing fee formula that enables us to cover our costs while providing high value, competitively priced data and services. Our pricing and fees are calculated based on a number of factors including those listed below.
Factors that go into our data access fees include:
- Number of unique and specific data elements
- Output type (Datasets, Custom Reports, Tableau, Excel, pivot tables, etc.)
- Any additional professional services/consultation requested
- Indirect costs (including legal fees)
- Labor costs/time required
Funding Support
CIVHC has created a tiered pricing model that provides access to data and services in an equitable manner across all types and sizes of organizations. The new model includes standard pricing for those organizations that have greater resources, and discounted fees for smaller organizations to ensure CO APCD data is accessible to everyone working to improve health and health care.
The Health Equity Fund is a partnership between CIVHC and the Colorado Health Foundation (CHF) that’s designed to support community-driven work by providing CO APCD data access and program evaluation services to community-based organizations focused on health equity.

Files are delivered securely as compressed pipe-delimited .txt files.
After downloading the dataset from the secure portal using your credentials, you will need to decompress the file with Winzip or another other preferred software.
Standard datasets are comprised of multiple files, each of which is approximately 20-25GB compressed, and 80-90GB when uncompressed.
After receiving your dataset, the CIVHC team is available to help you with any questions related to accessing the dataset. In addition, we include 5 hours of support with our team to help you download and access the data and to answer any questions you may have.
Standard datasets are delivered via a secure portal, with credentials sent separately to grant access for download.
Standard de-identified datasets can typically be delivered within a couple weeks once your request is approved and the associated CO APCD Application paperwork is signed. Custom datasets and custom reports typically take much longer – 45 to 60 days once your request is approved and all paperwork is signed.
