Data Access Fees

As Administrator of the CO APCD, our goal is to increase use of the data to improve access to equitable, affordable, high quality health care. In order to do that, we use a data licensing fee formula that enables us to cover our costs while providing high value, competitively priced data and services. Our pricing and fees are calculated based on a number of factors including those listed below.

Factors that go into our data access fees include:

  • Number of unique and specific data elements
  • Output type (Data sets, Custom Reports, Tableau, Excel, pivot tables, etc.)
  • Any additional professional services/consultation requested
  • Indirect costs (including legal fees)
  • Labor costs/time required

Funding Support

Opportunities exist to help organizations access CO APCD data and CIVHC’s services. Below are details about the different funding avenues available to assist Change Agents drive meaningful change in their communities.

CIVHC has created a tiered pricing model that provides access to data and services in an equitable manner across all types and sizes of organizations.  The new model includes standard pricing for those organizations that have greater resources, and discounted fees for smaller organizations to ensure CO APCD data is accessible to everyone working to improve health and health care. Discounts are available to non-profits, government entities, academic institutions and researchers and can be accessed in conjunction with the CO APCD Scholarship or Health Equity Fund. The Colorado General Assembly appropriates $500,000 annually to be administered by the Department of Health Care Policy and Financing (HCPF) to offset the cost of licensing non-public data from the Colorado All Payer Claims Database (CO APCD) for eligible organizations. This program covers a portion of the cost to access non-public data from the CO APCD, up to $50,000 per eligible project.

Eligibility

  • Non-profit organizations with annual revenues of $10 million or less
  • Governmental entities including federal, state, county or local governmental entities
  • Researchers affiliated with public, state-supported institutions of higher education
    • All projects must address improving health, improving quality of care, or lowering health care costs for Coloradans.

When to Apply
Applications are processed on a first-come, first-served basis starting each fiscal year on July 1st.

Due to federal and state funding constraints the CO APCD Scholarship Fund will be on hold for FY 25/26 (July 1, 2025 – June 30, 2026), we apologize for any inconvenience.
