CIVHC was recently awarded a Regional Data Center Collaborative planning grant from the Center for Healthcare Transparency (CHT). The CHT is a national initiative led by the Network for Regional Healthcare Improvement (NRHI) and Pacific Business Group on Health (PBGH) that seeks to coordinate and leverage the innovative work being done by 14 state and regional health care improvement organizations.

In the near future, CIVHC will be able to measure the cost and the quality of care by facility based on everything associated with a particular service or procedure, also known as an “episode.” Based on claims data from the Colorado All Payer Claims Database (APCD), reports on these episodes will give payers, providers and facilities new ways to evaluate the value of the care they are providing. This type of analysis is critical to moving away from our current pay for volume model to a more patient-centric and value- based payment model where outcomes and lower costs reign supreme.

I had the privilege of attending the Physician Leadership Summit at Stanford University recently. The conference was put on by the Network for Regional Healthcare Improvement (NRHI) and was hosted by Dr. Arnie Milstein of the Clinical Excellence Research Center. NRHI selected physician leaders from five states to come together and discuss how total cost of care information might be used to improve quality and reduce cost. Now for most people, this is a pretty arcane topic, and you might expect that this was a two day snoozer. In fact, it was anything but.

Similar to the saying, “the early bird gets the worm”, initial Colorado organizations who have applied for the APCD Scholarship awards are “the early requestors getting the data!” Three organizations have applied for and received a scholarship award for APCD data. This group of innovative organizations are focused on one or more aspect of the Triple Aim. They are using the data to improve decision-making for consumers, look at the efficacy of Accountable Care Act (ACA), and to conduct condition-based research to improve care.
