On August 24, 2011, the Colorado Department of Health Care Policy and Financing approved the data submission rules for Colorado’s All Payer Claims Database (APCD). This sets into motion the timeline for data to flow into the APCD—a critical advance in allowing health care purchasers, providers, payers, patients and policymakers to track health care costs and ultimately target strategies for reducing them.
The APCD will enable this by compiling public and private claims data. The approved rules define how data will be submitted to the APCD and how data may be used.
Colorado’s commercial insurance carriers will submit data on the following timeline:
- March 31, 2012: Test data file submitted
- June 30, 2012: Historic claims data from January 1, 2009 through December 31, 2011
- August 15, 2012: Claims data from January 1, 2012 through June 30, 2012
- September 15, 2012: The first monthly dataset is due.

This has been a highly collaborative process. Voices of the public, members of our health community and the health plans are reflected throughout the approved APCD rules. Each participant’s contributions have been invaluable in achieving a shared vision of how the APCD will evolve as additional claims data sources are added.
The next meeting of the APCD Advisory Committee will be held on October 19, 2011; we look forward to sharing our progress and answering questions about the path forward.
